Finance Minister of RK Madi Takiyev lectured at ENU

The Minister of Finance of the Republic of Kazakhstan, Madi Takiyev, held an open lecture for students of the Faculty of Economics at The L.N.Gumilyov Eurasian National University.

This event was held within the framework of the memorandum of cooperation between the Ministry of Finance and ENU. It was attended by Rector of the Eurasian National University Yerlan Sydykov, faculty, students, undergraduates and doctoral students.

The lecture of the Minister of Finance "Public Finance Management" aroused interest and active discussion. Its topic was devoted to the issues of public finance management in the new Kazakhstan and was received with special attention.

"The Minister of Finance of the Republic of Kazakhstan, Madi Takiyev, was as young as you and went through student life. Yesterday's inquisitive young man rose to the position of minister today thanks to his education and qualifications. He is here today to give you a lecture and share his thoughts on the work of our country's leading higher education institution, where Nobel Prize laureates have lectured. Therefore, on behalf of our university and on behalf of all of us, I would like to express my gratitude," Rector Yerlan Sydykov said.

In his lecture, the Minister of Finance of the Republic of Kazakhstan, Madi Takiyev, drew attention to traditional models of public finance management, particularly focusing on the topic of state revenues, including the structure of the tax system, tax benefits, corporate income, and value-added tax.

He noted that public finance management is divided into strategic and operational. Strategic management is traditionally carried out by the highest bodies of state power and management – the Parliament, the presidential Administration, the Government, the Ministry of Finance, and the control is carried out by the Accounting Committee.

"In our country, the Accounting Committee for Control over the Execution of the republican budget is responsible for external control over the execution of the republican budget. It is a state body that exercises external control over the execution of the republican budget, directly subordinate to and accountable to the President. The legal status of the Accounting Committee is determined by the Constitution of the Republic of Kazakhstan, laws and acts of the President of the Republic of Kazakhstan," the speaker noted.

The Minister's lecture aroused the interest of the audience and became a platform for meaningful discussion and exchange of opinions. The participants noted the high level of financial literacy and the inspiring side of the meeting, as well as the importance of Madi Takiyev's point of view as a true financial professional with practical and strategic experience.
